Solarization
The University of
Malakand (UOM), a leading public sector university in
Pakistan, intends to undertake 999 kW ON-GRID solar power project for its
main campus at Chakdara on EPC basis.
The university hereby
invites sealed bids on single stage two envelopes process (Technical and
Financial) from eligible firms registered with AEDB and licensed by PEC in C-2
category or above in relevant codes for Design, Supply, Construction, Erection,
Testing, commissioning, training and post installation O&M services for two
years.
A complete set of bidding
documents may be downloaded from University Website (https://www.uom.edu.pk)
as well as KPPRA website (https://www.kppra.gov.pk)
or hard copy can be obtained from the undersigned.
Bids, accompanied by a
bid security 2% of total bid value and stationary charges of Rs.5,000/- along
with credentials, must be delivered in two sealed envelopes by 11:30 am on
22/07/2025 to the Directorate of Works, University of Malakand. Technical bids
will be opened at 12:00 pm on the same day, in the presence of bidder(s) or
authorized representatives at the Committee Room, University of Malakand.
The Bidder(s) or their
authorized representatives are allowed to attend Pre-bid meeting on 09/07/2025
at 11:00 am at the University of Malakand. Further the mandatory site survey
will be conducted on appointment with the undersigned from 10/07/2025 to 17/07/2025
during official hours (8:00 am to 4:00 pm). Only complete bids, duly signed and
stamped by authorized signatory along with documentary evidence in support of
meeting the eligibility criteria to the satisfaction of the University shall be
acceptable. The bidders shall mention their complete name and address, NTN,
STN, provincial Sales Tax on Services Number, valid registration certificate
with AEDB and PEC. Additionally, they should provide CVs of qualified staff
with a minimum of three years' experience in solar projects, evidence of
payment of monthly salary, a list of projects completed in the last five years
with the time of completion of each project and the projects currently in
progress. Audited financial statements for the last three years and details of
accounts maintained in different banks with a certificate from the branch
concerned should also be included. Incomplete bids will not be acceptable and
be declared as non-responsive.
The financial bids of
qualified bidders scoring at least 60% marks in technical evaluation as per the
criteria mentioned in the bidding documents, shall be opened publicly in the
presence of the qualified bidders’ representative. The technical evaluation
will be uploaded to the university website and qualified bidders will be
intimated accordingly.
The university reserves
the right to reject all bids or proposals at any time prior to acceptance of a
bid or proposal, the sufficient reasons for which will only be communicated on
request without any obligation to provide any justification.
