University of Malakand at Chakdara Dir (Lower), Malakand Division, Khyber Pakhtunkhwa invites electronic Bids from the eligible Firms/Contractors in accordance with KPPRA procurement rules on single stage two envelop procedure on EPADS for the following works.

1.  The eligible contractors/firms/companies are required to submit two separate envelopes i.e one envelope containing technical information of the contractor clearly marked as Technical bid, while the second envelope containing bid price, clearly marked as Financial Bid, which shall be accompanied with the earnest money/Bid security @ 2% of Engineer estimate in favor of the Director Works University of Malakand, in the shape of Call Deposit (in original) from any scheduled bank of Pakistan.

2.    Technical bids will be opened first and financial bids will be opened after completion of qualification process, in the presence of technically qualified bidders on date & time given above. The Technical bid of the firm/contractor /company will be evaluated in accordance with the evaluated criteria mentioned in the bidding documents.

3.   The financial bids of only those firms declared qualified by the Technical Committee shall be opened and allowed to participate in the tendering process. The financial bids of un-successful bidders will be return unopened.

4.      Bidding shall be carried out on “% above /below/At par on BOQ cost”.

5.    The bidder who quote their rates more than 10% up to 20% below on Engineer Estimate shall submit an 10% additional Earnest Money/Bid security in addition to 2% bid security with the financial Bid in the shape of Call Deposit Receipt (CDR) (KPPRA Notification No.6058-71, dated May10, 2022) otherwise his bid will be considered as non responsive and 2% bid security will be forfeited, and the 2nd lowest and so on will be considered accordingly.

6.  In case of equal bids 1st, 2nd and 3rd etc, the lowest bidder would be decided through toss/draw by the undersign.

7.    Bidder’s attention is invited to the requirement of furnishing complete information in respect of their technical and financial qualification on the forms included in the bidding documents purpose.

8.    All taxes etc, shall be deducted from the bill of the contractors/firm / companies at prescribed rates notified by Government from time to time.

9.  The sealed Technical and financial Bids will be received through EPAD, registered mail/courier service; by hand/ faxed on any working day. Other source of delivery of the said documents as well as documents received after due date and time shall not be entertained.

10.   Incomplete /disfiguring/over-writing/by hand/delayed bids will be considered non responsive.

11. Those firms which are black listed or involved in litigation with any government department/organization are not allowed to participate in tendering process, if decision went against the firm, nonblack listing and litigation affidavit shall be submitted by bidders.

12. The bidders are at liberty to seek any clarification or further information from the office of undersign if desire on any working day during office hours.

13. The university of Malakand reserves the right to accept/reject any/all tenders/bids prior to acceptance of bids, the procuring entity shall upon request communicate to any bidder who submitted a bid, the ground for rejection of bid(s) as per KPPRA,s rules.

14. A complete set of bidding documents and criteria may be purchased on submission of written application from office of the Works Directorate University of Malakand upon payment of a non-refundable fee of amounting of 5000/- printing charges.

15. Tender form/bidding documents shall be issued to the original contractor/firms/companies or their / his authorize representative.
